Early Childhood Care and Education (ECCE)

The programme aims to enhance both structural and process quality through play-based approaches. Structural quality improvements will focus on the physical setup and resources of the learning environment, while process quality will enhance caregiver interactions and educational practices​​.

USAID BHA Rapid Response Fund in East, Central, and Central Africa

Evaluation of East, Central, west Africa for USAID BHA Rapid Response Fund Project implemented by Catholic Relief Services (CRS); operated in the following countries, the East and Central Africa Rapid Response Fund (ECA RRF) in six countries namely Rwanda, Burundi, Tanzania, Uganda, Djibouti, and the Republic of Congo (RoC) and West Africa Rapid Response Fund (WA RRF) in four countries namely Burkina Faso, Cameroon, Mali, and Niger.

Baseline and Mid-term Evaluation for The Inclusive Nutrition and Early Childhood Development (INECD)

The USAID-INECD/GKB program is a 5-years program started in 2021 and planned to end in 2025 with aimed of The Inclusive Nutrition and Early Childhood Development (INECD) Activity and promoting additional nurturing care behaviors among families, employing strategies to create demand, improve access to services, and link families with essential resources.

. A robust monitoring, evaluation, accountability, and learning (MEAL) system is integral to the program, enabling the review of processes, contextualization of data, verification of assumptions, and iterative adjustment of strategies to drive results and enhance understanding of effective approaches for improving child development outcomes.

CIBA was contracted  to undertake a baseline and  mid-term evaluation of the pro-gram with the purpose of: (1) assess the program progress and performance to date, and adjust according-ly for greater impact, and (2) inform the remainder of this activity and the USAID Mission in Rwanda’s future INECD programming.

Conduct Baseline and Annual survey for Jya Mbere Project

The JYA MBERE project seeks to consolidate the ongoing shift in the way refugees are handled in Rwanda, from a humanitarian to a long-term, government-led developmental response  that includes host communities. In line with the Comprehensive Refugee Response Plan (CRRF) and the Strategic Plan for Refugee Inclusion (SPRI), the project development objective is to “improve access to basic services and economic opportunities for refugees and host communities, and support environmental management, in the target areas in Rwanda.” The project aims to mitigate the negative impacts of refugees on the environment and in terms of access to and quality of services, while maximizing livelihood and employment opportunities for refugees and host communities to grow the local economy and build self-reliance. The project also looks to address gender concerns and strengthen social relations between refugees and host communities.

CIBA was contracted  to undertake a baseline and  Annual evaluation surveys to track the implementation of the project.

Climate Smart Agriculture and Market Development Enhancing Livelihoods of Refugees and Their Host Communities

In line with the GoR commitment to promote self-reliance and create a market for agricultural production through the joint agricultural projects between refugees and host communities, a pilot joint agriculture project was initiated. UNHCR in collaboration with the World Food Programme (WFP), the Food and Agricultural Organization (FAO), the GoR Ministry in Charge of Emergency Management (MINEMA), and the Gisagara District Authority implemented a three-year agricultural project between 2018 and 2021 under the funding of IKEA Foundation.

CIBA was contracted  to: (1) Evaluate the project performance in alignment with the project’s outputs and outcomes, (2) Evaluate the intermediate impact of the project on refugees and the refugee hosting community at project locations, (3) Document lessons learned, good practices, and (4) recommendations on sustainability and scale-up strategies and opportunities for future programming.

Survey data for a study on sustainable livelihoods and self-reliance of refugees in Rwanda

The MINEMA-UNHCR Joint Strategy on Economic Inclusion of Refugees and Host Communities in Rwanda 2021-20243 (hereafter the Joint Strategy) was developed in 2021 to ensure by 2030, that all refugees and neighboring communities living in Rwanda are able to fulfil their productive potential as self-reliant members of the Rwandan society. The strategy has 4 strategic objectives: Livelihoods, socio-economic inclusion, promotion of self-reliance, and promotion of results and evidence-based programming.

MID- TERM EVALUATION OF STRATEGIC PLAN FOR REFUGEE INCLUSION

In 2016 and 2018, the GoR respectively made commitments at the Leaders’ Summit, and adhered to the Comprehensive Refugee Response Framework (CRRF), focusing on the socio-economic inclusion of refugees and their host communities by taking a whole of society approach. Under the One UN umbrella, the United Nations Development Assistance Plan (UNDAP II 2018-2023) was agreed with the GoR following the National Strategy for Transformation 2017-24 (NST1) with specific results on refugee inclusion, within the national planning process for the period of 2018-2023.

CIBA was contracted to conduct mid-term evaluation of the implementation of the Strategic Plan for Refugee Inclusion 2019-2024 and evidence-based recommendation for future implementation and adjustments, in line with GCR and CRRF

The evaluation of strategy covered all refugees and their host communities include all camp-based refugees.

Determine the prevalence of drugs and substance abuse amongst adolescents

In order to have recent and complete information on drug and substance abuse among young people in Rwanda, a pilot assessment was planned by BARAME Project to serve as baseline data in the 7 districts on interventions. Collected data on prevalence of drug and substance abuse by young people in the mentioned districts will be a benchmark against which progress of indicators shall be assessed during the course of the project implementation. In the longer term, it is expected that the methodology of this research, adapted by lessons learnt, will be extended to the rest of Rwanda, subject to the availability of funds from other sources.

IMPACT EVALUATION OF THE BLOOMBERG PHILANTHROPIES WOMEN’S ECONOMIC DEVELOPMENT INTERVENTION

The intervention aimed at promoting women’s economic independence, increasing women’s political participation and decision-making, and encourage increased well-being and social network of women within their communities. Hence, the need for final evaluation of the program.

The objectives of this evaluation are: (1) Establishing effectiveness and measuring program impact; (2) Mapping scalability of program successes; (3) Examining program transferability to external similar contexts.

CIBA was contracted to evaluate the impact and effectiveness of the Bloomberg Philanthropies women’s economic development intervention and show clear and demonstrable evidence of its success (failure) in promoting women’s economic independence and demonstrate its sustainability in Rwanda and the Democratic Republic of Congo (DRC).

Tackling Maternal and Child Undernutrition through Production, Provision and Uptake of Fortified Complementary Foods

In Rwanda, less than half of breastfed 6-23-month-old children (47%) receive the minimum recommended number of meals, and only 30% are given foods every day from at least four different food groups.  Overall, only 18% of children 6-23 months of age are fed in accordance with all recommended infant and young child feeding practices. It is in this context  the Clinton Health Access Initiative (CHAI) is supporting the Government of Rwanda (GoR) to alleviate the burden of chronic malnutrition and also reducing the prevalence of underweight among Rwandan children through the distribution and promotion of nutrient-dense fortified blended foods (FBF).

CIBA was contracted to assess the downstream components of the program responsible for the nationwide distribution of a highly-nutritious Fortified Blended Foods  (FBF) product to vulnerable households with children, pregnant and lactating women in Rwanda.

Multi-dimensional Poverty Environment i and proposed Interventions for poverty reduction, sustainability and climate resilience

The programme addresses the relationship between unsustainable management of Environment & Natural Resources (ENR) and multi-dimensional poverty. The natural resource base and its contribution to economic growth and poverty elimination is under pressure in Rwanda, mainly because of very high population densities in rural areas. 

CIBA was contracted to conduct Multi-dimensional Poverty Environment Assessment to respond to the following objectives: (1) Baseline study on Multi-dimensional poverty assessment, and proposal for effective Poverty Environment mainstreaming in both Districts; (2) Proposal for inclusive and sustainable project interventions which address both poverty reduction and environment-natural resource management, and provide opportunities for private sector and other partners to effectively contribute to sustainability and poverty reduction; and (3) Proposal for scale-up plan and a practical implementation

CO2balance Improved Cookstove Project

The use of biomass, in particular firewood, holds huge importance in Rwanda and accounts for at least 86% of energy consumption. Wood fuel is in particularly high demand, especially in rural areas where 98% of households rely on wood as their main cooking fuel.  Traditionally, families in rural Rwanda cook using a three-stone open fire. This method is inefficient and leads to unsustainable usage of non-renewable biomass, as well as exposing households to hazardous indoor air pollution, putting pressure on the local environment, and placing a burden on those who collect wood fuel, predominantly women and girls.

The project has distributed over 20,000 improved cookstoves in the Bugasera District in the Eastern Province of Rwanda. In addition to reducing the usage of fire wood and greenhouse gas emissions, the improved stoves also reduce cooking time and household air pollution.

Final evaluation of Promotion of anti-discrimination practices for Persons with Disabilities project in Rwanda

Rwandan population with disability represents approximately more than 5% of the general total population. In 2019, CBM and NUDOR decided to work Hand in hand to implement the project entitled “promoting anti-discrimination practices for Persons with Disabilities in Rwanda”.  The 4-year project was welcomed and endorsed by the local government authorities in 5 selected districts where NUDOR did not have interventions. The policy is mandated to the Ministry of Local Government and aims at addressing attitudinal, institutional and environmental barriers that restricts persons with disabilities from full participation into the society.

End-line evaluation and analysis of existing services in Nyamasheke and Rutsiro districts

The presence of a disability can trap people in a life of social disadvantage including poverty because of the barriers PWDs face to taking part in education, employment, social activities, and indeed accessing various aspects of life including health, education and justice. This evaluation was conducted as an endline of a project “Promoting Inclusive Access to Services and Economic Opportunities for Persons with Disabilities in Rwanda (PIASO)”

CIBA was contracted to (1) To identify and map the existing services in Rutsiro and Nyamasheke, (2) To assess the levels of inclusion and accessibility of the existing services in Nyamasheke and Rutsiro,To assess the level of community fulfilment in realizing socio-economic rights of PWDs for the inclus (3) ion and autonomy of persons with disabilities and their families, (4) To explore the capacity of PWDs to engage in inclusion action and livelihood activities through support to persons with disabilities cooperatives, (5) To assess the level of application of at least Six HI Project Quality Criteria namely: Participation, Cooperation, Accountability, Effectiveness, Efficiency, and Change.
