As an independent, private enterprise, CIBA provides expertise in surveys, research, strategic planning, policy analysis, capacity building, and feasibility studies.
CIBA is recognized as the first international and local consultancy to integrate advanced technical methodologies into research and business processes. The firm utilises state-of-the-art data collection technologies such as Computer-Assisted Personal Interviews (CAPI), Computer-Assisted Telephone Interviews (CATI), and Computer-Assisted Web Interviews (CAWI). For data analysis, CIBA employs powerful software including STATA, R, Python, and SPSS for quantitative data, as well as NVivo and ATLAS.ti for qualitative insights. Additionally, the company leverages remote sensing tools and ArcGIS for detailed mapping and spatial analysis.

CIBA possesses extensive experience managing survey operations in challenging environments, including refugee camps and remote districts, demonstrating its ability to deploy large-scale, complex data collection initiatives. It has been a key partner in regional projects such as the USAID-funded East and Central Africa Rapid Response Fund (ECA RRF) across six countries and the West Africa Rapid Response Fund (WA RRF) in four countries. Leveraging strong community networks and technical expertise in emergency response, assessment, and evaluation, this experience underscores CIBA’s capacity to effectively oversee enumerator management, field research, and data collection activities in diverse and sensitive contexts. Recently, CIBA has managed more than 500 enumerators in different projects with different organizations like the World Bank, UNHCR, UNICEF, USAID, UNDP, Catholic Relief Service (CRS), International Labour Organization (ILO), ENABEL, Humanity & Inclusion (HI), and various government entities like MINEMA, BRD, REMA, RBC, etc. CIBA has the capacity and expertise to deliver high-quality research and consultancy services across diverse sectors in Rwanda and beyond.
